Framework User Guide

This guide contains important information on what you'll need to do to call-off from a National LGPS Framework.

Overview

This overview is intended to help you understand the key steps involved in using the National LGPS Frameworks and decide whether the Frameworks are right for your organisation.

This information is not specific to any individual National LGPS Framework. You will need to read the Guide to Call-off document for the Framework you are interested in using for any specific information about calling-off from that Framework.

A procurement framework is an agreement with one or more approved providers. It allows organisations to buy services without running a full tender each time, while remaining fully compliant with public procurement regulations.

Procurement Frameworks are widely used across the public sector. They work well where services can be clearly defined and have been proven to deliver value for money.

  • Quality of providers evaluated - all Providers have been deemed to meet the minimum quality threshold to be on the Framework
  • Financial capability of providers evaluated - Framework users do not need to conduct financial checks
  • Terms and Conditions pre-agreed with all Providers
  • Maximum ceiling prices set

  • Refine their organisation's requirements and evaluation criteria
  • Complete the template Further Competition documentation, including the Invitation to Further Competition and the Call-off Terms and Conditions
  • Evaluate bids received from Providers
  • Award the contract

  • Identify the Provider you wish to contract with using the Provider Catalogues and Pricing Schedules
  • Invite the Provider to provide service using the Order Form
