Pre-evaluated Technical Capabilities and Quality Questions

There are two ways you can further define your evaluation criteria for Quality and Service in your Further Competition under the National LGPS Framework for Global Custody Services.

Mercer Sentinel, technical advisors to the Framework, have independently evaluated and scored each Service Provider, based on the technical proposals submitted in Providers’ applications to join the Framework.

The technical capabilities evaluated and scored for Quality and Service are as follows:

  • Traditional Asset Administration Strategy and Product Update*
  • Sub-custodian Networks Core Custody Services*
  • Foreign Exchange Proxy Voting and Class Action Recoveries*
  • Cash Management Mandatory Value Added and Reporting Services*
  • Technology and Online Reporting Performance Measurement
  • Business Continuity Planning Client Services
  • Market Services
  • Onboarding and Exit Management
  • Digital and Cyber

*This capability is further broken down into sub‐capabilities (see Provider Catalogues for more information)

The scores for each Service Provider have been added to the Quality and Service section of the Call-Off Scoring Spreadsheet. You can choose to judge the Quality and Service elements of your Further Competition purely on these scores, saving you the time and resources needed to evaluate each Service Provider’s response.

To do this you will need to assign a weighting to each of the eight capabilities in the yellow section of the Call-Off Scoring Spreadsheet, based on their importance to your specific requirements (you can assign zero weightings to any capabilities that are not important to you). The total of the weightings must add up to 100%. You will also need to add these weightings to your Further Competition document.

 

Mercer Sentinel - Independent Evaluation

To give some context to Mercer Sentinel’s scores, a summary of each Service Provider’s response split by capability theme can be found in their respective Provider Catalogue. We recommend you read through these summaries before you decide on your final evaluation criteria weightings. This will help ensure you choose the correct weightings for your specific requirements.

Mercer Sentinel will update both the scores and the summaries annually, so please make sure you have the latest issue of the documents before beginning your Further Competition.

There may be capabilities you wish to explore further under Quality and Service, alongside the Mercer Sentinel pre‐evaluated technical capabilities.

We have created a selection of Sample Questions for Quality and Service. You can choose a selection of these to include as your own specific questions; although we recommend that you spend some time tailoring them to your own specific requirements where necessary. Alternatively, you can use the sample questions as a basis for your own questions. If you have your own specific questions in mind you can include your own questions.

The number of quality questions can vary depending on the complexities of your requirements and should be specific to these. However, if you ask too many questions this can mean some (if not all) questions have a very small percentage of the marks and a difference in the scoring has little impact on the overall score. You should read through the Provider Catalogues to understand each Provider’s service

When creating your own quality questions it helps to:

  • have fewer questions that focus on key differentiators
  • consider the impact that any suggested response lengths will have on your ability to easily evaluate responses
  • add a maximum word count to all questions

 

Once you have decided on your own specific questions you can add these questions to your Further Competition document. You should also add the questions and weightings to the Quality and Service Tab in the Call-Off Scoring Spreadsheet. Please make sure the weightings combined add up to 100%.

In summary, you can decide to score the Quality and Service elements of your Further Competition solely based on Mercer Sentinel’s technical proposal evaluation. However, to get the best match for your organisation you should read through the service proposals in the Provider Catalogues and think carefully about what is important to you.
