You will need to review the Specification of Requirements and customise it to meet your organisation's specific requirements.
Background
The Specification of Requirements is broken into the following three requirement types:
- Mandatory 1 (M1) - Providers must provide the requirement through their system
- Mandatory 2 (M2) - Providers must provide the requirement either through their system or as a workaround outside of their system
- Optional (O) - There is no mandatory requirement for Providers to provide optional services
For M2 and O requirement types, Providers were asked to give details of the proposed solution and how it meets the requirement and criteria. For these requirements, please review the M2 and Optional Proposals document where you can easily see the solutions offered by each Provider.
There are areas highlighted in yellow within the Specification of Requirements which will need to be completed, along with drafting notes for your review.
What do I need to do next?
- Review the Specification of Requirements document, including all requirement types.
- Review M2 and Optional Proposals document to understand each Provider's proposals for the Mandatory 2 (M2) and Optional (O) criteria.
- Review the Provider Catalogues to get an understanding of each Provider's service offering.
- Tailor your Specification of Requirements in the boxes provided in the document to meet you own organisation's specific requirements.
- This includes adapting the default wording, removing unneeded elements, providing more detail in relation to existing wording, or adding to the default specification of requirements while maintaining the overall scope. Please do not remove any sections from the Specification of Requirements. If sections are not required, please mark as such.
- Changes should be clearly identified to potential bidders.
- You can change the requirement types in your Further Competition.
- For example, if a service has a requirement type of Optional (O) but is a Mandatory requirement (M1 or M2) for you, this can be changed.
- However, it is worth bearing in mind that if you change a Mandatory 2 (M2) or Optional (O) service to Mandatory 1 (M1), you may prevent a Provider from bidding.
The Specification of Requirements should be reviewed alongside the M2 and Optional Proposals document and the Provider Catalogues to understand each Provider's response to the Framework Specification of Requirements. A copy of your updated Specification of Requirements will need to be issued to Providers with your Invitation to Further Competition.
