Welcome to the Summer 2025 edition of the National LGPS Frameworks News Bulletin - a round-up of the latest news from the National LGPS Frameworks, including the new Pensions Administration Software Framework, an extension to our flagship Actuarial, Benefits and Governance Consultancy Framework and getting your fund ready to be connected to the Pensions Dashboard ecosystem.

National LGPS Frameworks Shortlisted for Multiple Awards

We're delighted to have been shortlisted for three awards in recent weeks!

Thank you to all of the LGPS Funds and Pools that have supported the National LGPS Frameworks as Founders, these shortlistings are only possible because of the support of LGPS colleagues.

The awards we've been shortlisted for are in the following categories:

Pensions Administration Software Framework launches

The new Pensions Administration Software Framework went live in April 2025, and is now open for Framework users to join and call-off from. The Framework builds on the success of its predecessor, and users can continue to access high-quality, value-for-money services from a range of highly-qualified service providers.

Call for Founders: Pensions Administration Operational Support Services Framework

The Pensions Administration Operational Support Services (PAOSS) Framework is due to expire in April 2026, and has been well-used both LGPS funds and a range of non-LGPS entities seeking pensions-related services.

We are looking at the possibility of re-letting this Framework, and are looking for representatives from LGPS funds who would be interested in helping to shape the new version of the Framework and act as Founders.

We would also welcome feedback on the existing PAOSS Framework, including ideas for services that could be provided by a future edition of this Framework.

Framework Updates

Actuarial, Benefits & Governance Consultancy Services Framework

Upcoming Framework - re-let

The tender process for the Actuarial, Benefits & Governance Consultancy Services Framework is well under way. Bids have been submitted, and we are now moving into the evaluation stage. This will be the first National LGPS Framework let under the new Procurement Act 2023.

We are anticipating the new Actuarial Framework will launch in Autumn 2025.

Current Framework - extension

Meanwhile, we have extended the current version of the Actuarial, Benefits & Governance Consultancy Services Framework until 7 January 2026 in order to prevent a gap in service. Users can continue to join and call-off from the Framework until this date, and call-offs will continue to be under the old procurement regulations, not the 2023 Procurement Act. If you are looking to run a Further Competition or Direct Award through this Framework, your Order Form must be completed and signed by the new expiry date.

Current Framework - price uplift

Effective 1 July 2025, the Framework's maximum rates have increased by 5%. The uplifted prices only apply to new call-offs from the Framework, and existing call-off contracts are not affected. Updated pricing schedules are available to view now through our website for users of this Framework.

Benchmarking and Cost Transparency Framework

The National LGPS Frameworks team are in the early stages of setting up a Framework for Benchmarking and Cost Transparency Services, with the Founder group having held initial meetings in order to discuss and develop the specification of requirements, lot structure, and market engagement.

Is your Fund Dashboard Ready?

There has recently been the exciting news that the state pension has now successfully completed its connection to the Pensions Dashboard ecosystem. The 31st October deadline for the LGPS to be connected is drawing closer - is your Fund ready?

The National LGPS Framework for Integrated Service Providers and Member Data Services is a compliant route to market to appoint high-quality ISP providers for connection to the Pensions Dashboard ecosystem. The Framework also includes Lots for Member Data Services, including member tracing and record cleansing, to assist with ensuring your data is as accurate as possible.

Procurement Act 2023

The Procurement Act 2023 went live in February this year. As mentioned above, the next version of the Actuarial, Benefits & Governance Consultancy Services Framework will be the first National LGPS Framework let under these regulations.

All existing National LGPS Frameworks (as of August 2025) will remain governed by the Public Contract Regulations (PCR) 2015. As new Frameworks continue to be let, we will make it clear on our website, in the Framework documentation, and in our communications, which regulations apply to each Framework.
